First, we will focus on the multi-modal transport acceleration action to strengthen transport connectivity. Actively improve the backbone channels of multimodal transport, accelerate the layout and construction of freight hubs, improve the hub collection and distribution system, promote the "port area, park and factory area" of railway dedicated lines, innovate the transport organization mode, explore and promote the development of "one single system" of multimodal transport, and accelerate the cultivation of multimodal transport operators. In recent years, we have worked with the Development and Reform Commission to organize the construction of multimodal transport demonstration projects, and vigorously developed sea rail, land air, road rail, international and other service modes. In 2021, the first three batches of 70 multimodal transport demonstration projects will complete about 6.2 million TEUs of container multimodal transport and open more than 450 multimodal transport lines.
Second, focusing on the improvement of railway transport capacity and the upgrading of water transport system, we will accelerate the improvement of weak points. Highlight the leading role of railway in bulk cargo transportation, vigorously improve railway transportation capacity, significantly improve the comprehensive utilization efficiency of Haoji, Wari and other heavy haul railways, speed up the development of open top box transportation, and promote the "transit of coal, ore and other bulk materials from public to railway" and "decentralized to centralized". In 2021, 1.95 billion tons of railway coal will be sent, an increase of 8.3% year on year. Accelerate the improvement of inland waterway transport network, promote the construction of port collection and distribution railway, adhere to the "one port one policy, one enterprise one policy", accurately formulate the transport structure adjustment plan, and vigorously promote the development of river sea direct and river sea combined transport. Recently, a number of major projects, such as the Pinglu Canal in Guangxi, have been started to release the potential of water transport. By adhering to the principle of "one port, one enterprise, one policy", we should flexibly adopt green transportation modes such as railway, waterway transportation, closed belt corridor, and new energy vehicles according to the actual situation to improve the green level of the whole chain transportation.
Third, take road freight governance and urban green distribution action as the carrier to effectively improve quality and efficiency. We will optimize the environment for the development of the freight market. Relevant departments will work together to control overloads and overloads in the road freight industry. We will vigorously promote the normalization and institutionalization of joint law enforcement for highway overload control, strictly implement highway entrance weighing, and severely crack down on overloading and overloading of freight vehicles, seizing goods at low prices, non-standard competition, and dishonesty. By the end of 2021, the average overload rate of freight vehicles on highways nationwide will continue to be controlled below 0.5%. At the end of the city, we will vigorously promote the development of urban green freight distribution, accelerate the promotion and application of new energy vehicles in urban logistics, actively develop advanced modes such as joint distribution and centralized distribution, and promote the construction of a new green mode of full chain transportation, in which the trunk line is dominated by rail and water transport, and the end is through closed belt corridors, new energy trucks and other ways.
After several years of efforts, the "road to rail" and "road to water" have achieved remarkable results, and the transportation structure has been continuously optimized. The proportion of railway freight volume in the total social freight volume will increase from 7.8% in 2017 to 9.2% in 2021; The waterway freight volume increased by 23.4% compared with 2017; The highway collection and distribution volume of bulk cargo in coastal ports has decreased by more than 400 million tons compared with that in 2017, and the coal gathering ports in 17 major ports, including the Bohai Rim and the Yangtze River Delta, have all been changed to railway and water transport; In 2021, the port will complete 7.54 million TEUs of container iron water intermodal transport, double the amount in 2017.
